On 28 June 2025, the European Accessibility Act will enter into force across the EU. The Directive is part of the EU’s broader efforts to strengthen the internal market by introducing harmonised accessibility requirements for a range of products and services. Its aim is to eliminate trade barriers caused by divergent national rules and to ensure greater accessibility for people with disabilities.
One of the central objectives of the Directive is to make digital products and services more inclusive and user-friendly. By establishing a common regulatory framework, the Directive facilitates cross-border business within the EU while reducing compliance costs for companies.
The products and services covered include, among others:
- Computers and operating systems
- Smartphones
- TV equipment for digital TV services
- Banking services
- E-books
- E-commerce platforms
For many companies, not least in e-commerce, the Directive imposes new obligations on the design of interfaces, functions and communication. This includes, among other things, that information such as the characteristics and functioning of products and services, as well as instructions, must be accessible and designed so that it can be perceived, handled and understood by all users, including those with disabilities.
A large number of companies are covered by the new regulations, and failure to comply with the requirements may result in legal penalties and financial sanctions. The market surveillance authority responsible for enforcing the Accessibility Act is the Swedish Post and Telecom Authority (PTS). PTS is responsible for supervising all products covered by the Accessibility Act, as well as certain services.
